    Reading the verdict of these guys this morning: http://www.bbc.com/news/business-43309881 it seems all they did was run a middle-man service to the actual government services. The article doesn't mention the charges, but I am interested to know quite what part of this scheme was illegal. Immoral, sure, but illegal? Unless they were specifically impersonating being part of an official body, I don't know that there are any laws for placing yourself as a middle man and charging a fee for adding no value (considering the customers willingly used them).
